MEETING MINUTES

Easton Board of Selectmen

November 21, 2019

7:30 PM

Town Hall Conference Room A

David Bindelglass called the meeting to order at 7:30 p.m. Present: David Bindelglass and Robert Lessler

1. Robert Lessler moved to approve the minutes of the Board of Selectmen Meeting November 7, 2019 as

amended adding the correct spelling of Robert Lessler's name. David Bindelglass seconded. Motion passed unanimously.

2. Several residents spoke about the recent charrette regarding the village district and proposed sidewalks.

3. Robert Lessler moved to approve the following tax refunds as recommended by Krista Kot, Tax Collector: 1. BMW FINANCIAL SERVICES - $516.63; 2. BMW FINANCIAL SERVICES - $1,033.70; 3. KEIRSTEN SIRES - $326.20; 4. ALLYBANK - $170.12; 5. NISSAN INFINITI LT - $294.44; 6. KELLY STABLEIN - $79.71; 7. ANTHONY AND ANN VITALE - $4,952.24; 8. CHASE AUTO FINANCE - $1,402.08; 9. CHASE AUTO FINANCE - $1,087.49; 10. ALLY BANK - $776.66; 11. ALLY BANK - $997.48; 12. ALLY BANK - $402.40; 13. ALLY BANK - $834.91; 14. BMW FINANCIAL SERVICES - $1,008.14; 15. ROBERT D. LABARBERA - $63.28; 16.TOYOTA LEASE TRUSET - $404.94; 17. TOYOTA LEASE TRUST - $274.30; 18. TOYOTA LEASE TRUST - $123.94; 19. TOYOTA LEASE TRUST - $230.14. David Bindelglass seconded. . Motion passed unanimously.

4. Robert Lessler moved to authorize a resolution for the State of Connecticut Department of Emergency Services and Public Protection, Division of Emergency Management that the Board of Selectmen may enter into with and deliver to the State of Connecticut Department of Emergency Services and Public Protection, Division of Emergency Management and Homeland Security, any and all documents which it deems to be necessary or appropriate; and that David Bindelglass, as First Selectman of the Town of Easton is authorized and directed to execute and deliver any and all documents on behalf of the Board of Selectmen and to do and perform all acts and things which he deems to be necessary or appropriate to carry out the terms of such documents. David Bindelglass seconded. Motion passed unanimously.

5. Robert Lessler moved to approve and set the 2020 Board of Selectmen Meeting Schedule as attached. David Bindelglass seconded. Motion passed unanimously.

6. Robert Lessler moved to approve the revisions to the PUBLIC PARTICIPATION AT BOARDS OF SELECTMEN MEETINGS policy to include a second public comment. David Bindelglass seconded. Motion passed unanimously.

7. Steve Waugh, Fire Department Chief presented a request to revise Article 1 Volunteer Firefighters and Emergency Medical Service Personnel 86-2 Honorarium. Because this is an Ordinance, a committee will be formed to review and then go to a Town Meeting for approval.

8. A member of the public asked if comments could only be related to agenda items.

9. Robert Lessler thanked Justin Giorlando for the work done on the charrette, although not perfect, it was very useful. David Bindelglass commented that in every situation there must be compromise.

10. Robert Lessler moved to adjourn at 8:09 pm. David Bindelglass seconded. Motion passed unanimously.

Approved dates for regularly scheduled Board of Selectmen meetings for 2020 to be held in the Town Hall Conference Room A at 7:30 p.m.
